A Warlord is first and foremost, a Leader. A Leader does not need to be an expert in the skills of their people, they just need to be expert in reading and motivating people. On a battlefield/in combat, "yelling" most certainly has its place. Though even there it's not always the right tool for the job. Assuming it to be the default outside of combat is absurd. I imagine Arnold looking over the shoulder of an accountant - an accountant that's been trying to figure out what the evil Baron has been up to by where and how he's spending money - but is burned out after hours and hours of research with no success (failed skill check) - and then being inspired by the group's Warlord bringing him a hot cup of coffee and calmly giving him a pep talk: "Hey. You may not be a warrior. You may not be much help in a fight. But as an accountant, you're the best. You're the Elminster of Numbers and Money! I have absolute faith in you. If anybody in the World can do this, it's going to be you. So take a minute...breathe...calm and focus...and give it another try. I know you can do it." And then the accountant gets another skill check with an inspiration bonus from the Warlord. Leadership affects ALL tiers of play: Combat, Exploration, and Social Interaction. Just as it does in real life.
