Weakening Spells

Suppose a wizard wants to *lower* the save DCs of his spells. Or his caster level. Would there need to be a special mechanic for him to do so (a feat, specially researched spells, etc.)?

It might be helpful if I give a reason why a wizard might want to do such a thing:

Mordenkainen's Disjunction

MD automatically destroys all spells and spell effects (except for Anti-Magic Field), and will destroy magic items that fail their Will Saves. And a 1% chance per caster level of destroying an artifact: this has the unfortunate side effect of permanently and irrevocably removing the wizard's spell-casting ability.

I can see a high level wizard wanting to dispel all spells in the area of effect, but not wanting to destroy magic items. And certainly he doesn't want to lose his spell-casting powers if by some horrible mischance a minor artifact should be in the vicinity. This could be a not uncommon occurrence for epic level wizards.

Another example might be if a wizard doesn't want to overcome a creature's spell resistance, and wants to "take 0" with the SR check. Maybe his allies have SR and his enemies don't, and he would like to blanket the area with fireballs.

Any suggestions about how a wizard could do these things?

I can't help you with the saving throws, but Spell Resistance is opposed by a caster level check, and spells can already be cast at lower than normal caster level. That should make them easier to resist, though it also shortens their range and reduces their damage.
