It also lets you do a melee basic attack. The end results are both called the same thing. The confusion comes from the power giving you a basic melee attack. If it's not treated as one why say make a basic melee attack? And if you can't use it that way, how would you word it that it would? I'm not sure how it's untended to work. Did they mean that you can have your basic attacks do lightning damage and have +1 reach or is it a power that does [W]+strength lightning damage with +1 reach?</blockquote>
