Weapons of Legacy in Tome of Battle

Each of the 9 swords in Tome of Battle: Book of 9 Swords has special powers that scale with level and also three rituals associated with it. But I am having trouble figuring out how the rituals figure into the scaling of the powers.

a) At what level does a character have to be to "unlock" the potential that each of the rituals gives one?

b) What benefits do the rituals provide? Conversely, what powers of the weapons are denied to a character before completing the rituals?

All I can figure out is that maybe the character has to do all three rituals before unlocking *any* of the legacy powers of a weapon, and that seems a bit much.

Can someone help me? I seem to be blind on this one.

Isnt there a table provided that shows which powers are available on a per level basis, and show which rituals need to be done before you get X power?
 

Going from memory on WoL, the first ritual is performed at 5th level, the second at 11th, and the third at 17th (although, I think you can perform the rituals before hand). Each ritual includes a task and a GP cost. Each ritual unlocks a portion of the abilities- 5-10, 11-16, 17-20. So, you must be both the right level and have performed the appropriate ritual to have access to the powers.

So, a 20th level character who has only done the first ritual can only use the weapon's powers up to 10th level. Before you perform the ritual, you only have the base item's abilities (ie, as +1 long sword).

There is a table for each weapon that lists levels, and powers associated with those levels. None of those tables mention any of the three rituals associated with the weapon in question.

There are descriptions in the text of rituals. None of those descriptions mention levels.

Or I am missing something vital.

But I can go with 5/11/17 as a rough guide until something official comes down.
