For example the 10th level party could decide to check out the Caves of Chaos from the Keep on the Borderland designed for low level groups or a 1st level group could decide to try their hand at the Tomb of Horrors designed for high level play as both are there in the world.Even in a Sandbox style game, why would you consciously want disparity in power between party members instead of a balance of power?
