Then have a Planescape setting detailing Sigil, and the factions and whatnot, and it also be in the Astral sea, and have the two mesh well (each one side of a coin as it were) so between the two you have a really large complete planar setting. And while each one complements the other, they are separate so if you don't like one or the other you can ignore them.</blockquote>
