Even if we take the argument that combat encounters will be replaced with non-combat encounters, those non-combat encounters are not going to use the numbers of resources that a combat encounter uses. You might cast a zone of truth or a charm person in a non combat encounter but you are not going to be casting multiple leveled spells like you do in combat.</p></blockquote><p></p>
