Every corner hasn't been explored and mapped out, there are no uber-npcs wandering about, travel between civilized centers is fraught with danger, but might lead you to great allies as well as great enemies. There are no grand empires spanning the continent(s), but kingdoms and small nations that the PCs can influence, even a lower mid-levels. A world where the PCs are not reacting to things, but able to go out and make their own mark. A world where the PCs can become the best of the best, and everyone will know it.
