What is the point of GM's notes?

Any Faction has a Clock or two, or maybe more, based on their goals. These are simply little circles cut into wedges. During the downtime phase, I make rolls for each Faction to see how much progress they make toward a goal, filling up the wedges of the Clock based on the result of the roll.</p></blockquote><p></p>
