If the DM immediately says "after some investigation, you find that there are no bribeable NPCs", then he hasn't denied my action - he's completed it, and left me with the information I was looking for.Of course, if the DM lets me play out the enquiry and find out that it's a non-starter, but in the course of the attempt gives me the opportunity to pick up some leads and connections that grant me a better understanding of the situation and open up new options, that might be even better.</blockquote>
