Of course this isn't universally bad, GMs are allowed to want to express specific agendas in play like anyone else, but it can interfere with their other tasks. It would be interesting to create a game/table procedures where all these various GM tasks were parsed up in different ways. What if there was someone who introduced material in response to PC dramatic needs, and someone who established color, and someone else who dealt with pacing?
