What Might An Urban Kingmaker Look Like?

If you're still using the Kingmaker rules for your urban game, you might get some use out of these custom Kingmaker rules I wrote for espionage and intelligence-gathering:
The well connected party rogue, is going to be the ruler leaving an NPC as spymaster. So we will see how much emphasis they place on this.

I looked at your magic item rules with interest, but the problem is than in a well developed city/kingdom the BPs from magic items are important to sustain growth. The system can be broken by over reliance on this aspect, but I run a poor game already, the PCs are not going to want to give up hard one magic items to kingdom build.

In converting the original rules to 4e, I decided that each lesser item shop has a 1 in 6 chance of generating 1 BP per month. There is a 68% chance that minor items rolled were potions or scrolls, and at least 50% that armor and wondrous items generated were too cheap to sell.

This took way too long to write up. Basically the entire Pathfinder NPC Gallery converted to Brain-Eating Zombies, plus a Cultist and Cult Leader Zombie Lord version and a few Zombie Animals (Dog, Cat, Horse). In terms of equipment I removed pretty much everything that was not armour or a worn magical item, and I gave all non-magical armour the broken status.

I am still having a rules problem:

In normal kingmaker the DC to control your country increases with each hex you control: It starts at DC 21 and by the time the kingdom gets rolling its DC 31, a duke would have at least a 41. This control DC is central to running a kingdom. If it does not increase than running the kingdom quickly becomes trivial.

In urban kingmaker, the PCs will control only 1 hex, ever.

Would increasing the DC for enemy city factions be more appropriate?
Other factions: (7) Technical ruler(king), Noble houses, Rebels, Organized crime, Street Gangs, Knightly Order, Fey.

Perhaps with a note saying that the DC can only increase by 1 per month.
(small kingdoms in original rules can only increase at this rate until they control 11 hexes)

Any other suggestions?

Edit: while enemy factions increase the control dc, so do allied factions!
allied factions also grant +2 BP to spend vs consumption, and you can trade with them +1 economy, and having allies increases your stability. in effect you are farming other factions, and treating them like hexes under your control.

Groups that could be farmed: Actual Farmers, middle class erchants, peaceful city districts (3), orc tribe, ratmen tribe, each merchant houses (3 total) - growing to size 15 kingdom possible.
orcs and ratmen would never provide BP (like hexes that cannot be farmed), and you can either farm the king or the rebels (but not both)

Actuall play report:

Most of the players are enjoyed the first session, but after 4 failed economy rolls, things are proceeding slowly. They built 3 blocks of housing, and were given enough support to build a shrine.

They are making conservative, principled moves. Like not looting the treasury to buy magic items, or misusing church funds, by promising a shrine later, and building a market place today. oddly the marketplace already had a statue of a famous cleric of the same religion, who is rumored to be the man himself under a curse.

As a result they have saved only 13 BP towards rebuilding a market place (24 BP)- which is their current goal.

They also managed to make an enemy of organized crime, (increasing control DCs by 1 as outlined above) in an unrelated mission.
They also dealt with a rabble rouser. (per PF adventure)
 

For an Urban Kingmaker, I would go the route of establishing a criminal empire. You could start out as newbie criminals & as you rise in level, either increase influence within a gang/guild/family or establish your own rival organization.

"Kingdom Building" could take the form of establishing control over different areas of the city. "Buildings" could take the form of burglar teams, protection rackets, smuggling, gambling dens, brothels, fencing of stolen goods, blackmail, etc.

You've got built-in adversaries in the form of rival gangs/guilds, both internal (established groups) and external (foreign influences seeking a foothold), as well as law-enforcement. Not to mention your fantasy-influences -- temples of Abadar, Erastil, or Iomedae could also oppose you; interested "neutral" parties like the Aspis Consortium, cults, and secret sects, rival noble houses, etc. These neutral parties could be friend or foe, depending on how the game is played.

And, of course, an overarching plot of a malevolent presence that will put the city in peril regardless of who you ally with or wage war against.

Yeah, that'd be damn fun. :)
