The difference is now there are lots of secondary sources. For the most part, this isn't a problem, since most of them publish stuff set on their own world, so the "local rules" clause applies. But conflicts like multiple versions of the Death Knight, for example, means that, if they cannot be reconciled, the WotC version wins out every time, since its from the primary source of canonity.An excellent illustrative point on the local rules of the world Rokugan is on.
