The "big city in the middle of an inhospitable wilderness"? The "what stays in Vegas" aspect?
In both cases, I'd say Absalom. Place has been beseiged numerous times to failure, plus you can find EVERYTHING for sale there, no matter how shady, from high level gear, to practically any drug, to even slaves. No other city in Golarion can you buy a Helm of Brilliance in the morning, get stoned with Pesh in the afternoon, and attempt a quest for godhood that same night..
...and get your name carved in the Shrine of the Failed the next morning...
