Anyone holding a dragon hatchling will take the rolled damage, with no chance for a Save. Those not holding the infant, but in the area of effect, can make a Save to see if they take half damage. In times of stress [such as during a kidnap attempt] the hatchling may breathe 20% of the time [17-20 on a d20) about once a minute. In the latter case the infant can breathe two or three times before having to "recharge". This recharging taking about an hour.
