And even if a skilled artificer could create a magic sword, it's not on par with a +1 sword. It's always sharp or clean, but isn't enough to account for a +1. I know it's not the normal way to look at these things, but it's possible to fit 5e's item system within Eberron's higher magic without changing 5e's system at all.
