What's the point of Mind Fog?

Given that you would cast Mind Fog in order to make an opponent or set of opponents vulnerable to your Will-save-based spells, isn't Mind Fog kind of pointless in that it itself grants a Will save? You might as well just cast the spell you wanted in the first place - they have no greater chance of saving against it in the first place than against the Mind Fog!

I could understand the usefulness of it if it were a Fort save spell.

Mind fog is a nice higher level spell, so your lower level spells will become more effective. It also has a good duration so you can use it to help other spellcasters out. Personally, I like using it combined with many illusions spells. Will a successful mind fog, people will believe almost any illusion.
