OK. So I've decided to step back and look at the spells a bit more closely, and assume that the Designers had a good reason for the Super-Level bump & it wasn't just a mistake. (Which is pretty hard to do with the SpC). Stun Ray. Original 1, Now 7. It's a Ray; which is better than a Save. Oh, wait, it has a Fortitude save for Partial. It's a Ray that Stuns for 1d4+1 rds (SR applies, clsoe range), 1 rd on a Fort save. Also, anything with Electricity Immunity is immune to begin with. This is basically a Fort Save for Partial that requires an Attack roll. I can't see it as a 7th level spell, but the more I think about it, 2nd seems about right. If it lacked ANY Save (As most Rays), or even was a Longer Range, I'd go ahead with it being higher level. As written, I can see some sort of Twinked Fighter/Mage maybe using/abusing this spell for all its worth, but that'd be pushing it. So, I think Stun Ray should be 2nd, not 7th (though removing some of the limitations could further bump it up) Now let me look at Ray of Light. Range Close again, but there is No Save. Its an Attack roll for 1d4 guaranteed rounds of Blindness. Blindness does suck (though not as bad as Stunned). So again, Ray of Light I'm willing to grant should be higher level than 1st. But, Blindess is only a 2nd level (Bard, Sor/Wiz) spell that Blinds PERMANETLY! Blindess does require a Fort Save to Negate (But a Ray is merely an Attack Roll to Negate). Just when you compare a Ranged Attack Roll vs a Monster's Fort Mod, the Attack tends to be a better shot at success. But, Blindness is also Medium Range. That 100'+10/lvl vs. 25' +5' per 2 lvls. When you are trying to Blind something, the farther away you are, the better. I have a hard time seeing Ray of Light being any better than Blindness. There are times when I'd choose one over the other. To Sum up. SpC bumbed up Ray of Light & Stun Ray from 1st Level to 6th & 7th. I just can't see those as being remotely useful spells compared to what's out there. Just trying them out, they are REALLY too powerful for 1st level. I feel comfortable with them at 2nd level. I could maybe live with 3rd. Any higher and too many other spells are way more attractive.
