Some are simply formed from their own will. Some are granted by the gods. Yep, there are non-PC race cities, smiths, and markets all over the place. Leads to an interesting economy, especially when all mortal races don't have any inherent alignment leanings. If you're looking for a spare part for anything, the goblin market is the place to go.  Need a secure building?  See dwarves for your architecture, see kobolds for what goes inside.  There are even a few medusas offering "cryogenics" services for the rich and desperate.</blockquote>
