Where is the "new" implement rule?

Its there - either in the RC or in HotFL. Can't recall where I read it, and I do not have the books near me atm.
 

Dont mind either way. This rule is long overdue IMHO and Im going to play it whether it has arrived or not or whether CB supports it.
 

Changes Coming In Essentials

Page 3 of 5:

Implements
You now require only proficiency with an implement
in order to use it with an implement power. You are
considered proficient with the implements listed in
your class’s Class Traits section. Similarly, if a multiclass
feat allows you to use an implement with a
certain class’s powers, you are considered proficient
with that implement. For example, the following feats
would let you use their respective implements with
any powers, rather than just those powers related to a
given class.
 

It's on page 70 of HotFL: "If an adventurer does have proficiency with an implement, he or she can use it with any of his or her implement powers."

I imagine it's also in the RC, but I don't own it.
