WHO Rules? Depending upon the make-up of your world, it should determine which race should theoretically rule the world. For example, in a heavy magic world, I think that with their long lives, fey conections and arcane/sorcery background, elves would have a huge advantage, and could easily rule the rest. In worlds where catastrophe is common place, (think thread in Anne McCaffrey's Pern novels) a fecund race like orcs or goblns could more quickly replace their numbers, and gain an advantage that way and rule the rest of the scum. In overly aquatic worlds, lizardmen who live in and can survive outside of the water have a tremendous asset. They could find lesser inhabited locales in order to thrive in, dominate and then expand, they would rule the coastal areas, then trade and then everyone else. In worlds where there was one great environmental disaster, dwarves could abnadon the world and then emerge hundreds of years later unscathed and thriving whereas everyone else is weakened from mere survival and battle with each other. They come up in great numbers, overwhelm everyone and rule, they would have the strength in numbers and organizations. In worlds of relative peace, I prefer dopplegangers as de facto rulers behind the scenes. IMHO, vampires like illithids need victims, as their victims drop in number they must eventually fight among themselves for their "food source." In rugged worlds where life is short (think Dark Sun) I would probably give the edge to either the hobgoblins or minotaurs. They are stronger, more organized , with no real weaknesses (trolls are chaotic, ogres need to eat too much.) In worlds where the biggest and baddest monsters are flumphs and deciding who is to come your pre-mid-day party but not your noon-day snack on days you've slept for 15+ hours: halflings. I wouldn't say they rule, but since no other intelligent life except for squirrels are there, let's give it to the halflings. But in most worlds, where there is a little bit of everything mentioned above. Where both divine and arcane magic has to be utlilized, as well as unity and just overall resourcefulness, I think the edge has got to be humans. Flexibility is their great strength.
