Which scroll to use?

In "Test of the Smoking Eye," part of the Shackeled City path in Dungeon, (the rest is in spoilers just in case)

the PCs go to a place called Occipitus. In the adventure, an area of the plane of Celestia "breaks off" and falls to the 507th layer of the Abyss, known as Occipitus. They get there because an NPC casts plane shift. Also, he gives them scrolls of plane shift to get back.

Now, in my Eberron campaign, I'm making the part that breaks off from the plane of Syrania and it falls to the Demon Wastes. The DW are part of Khorvaire but, in the adventure, the area still has a connection to the plane of Celestia.

So here's my question: If the PCs need to get there or get out should they use teleport, greater or plane shift? Is it stretching too much to say that, even though the broken off area exists on the Material Plane, it still is connected to Syrania and, therefore, plan shift is needed to get in and out?

It's not stretching too much to rule it either way, but if you require plane shift, then that means people cannot (i.e. should not) get there physically. If people can get there physically, then IMO you should allow teleport to work normally and therefore plane shift would not work at all (and you'll have to modify the adventure accordingly).
