Big by quality, big by impact, or some other big?
Back in the heyday of 3.5, big would be people like (not all inclusive) Mongoose, Sword & Sorcery, Necromancer, and Green Ronin for their volume and, in not all cases mind you, quality of supplements. Now-a-days, I wouldn't consider any big as I've really seen no work from them. (Though, some are defunct and for others, I just may have missed their work, but if I missed it, it can't be that big.)
