The chance to hit in MM and MM2 of Will over Reflex is something like +0.5. This is hardly a blip.</p><p></p><p></p><p></p><p>Not everyone plays elemental empowerment Gensai Wizards.</p><p></p><p></p><p>No doubt. Winged Horde is good. It is just not a hands down winner over Scorching Burst anymore. Both have their niches and both are effective.</p><p></p><p>My only claim is that Scorching Burst is now viable for several reasons for some builds and groups.</p><p></p><p>One of them being that Winged Horde is a Dragon Magazine power that is not allowed in all campaigns.
