He gives up 5 same level items just to craft the staff.And half or more of his levels, he will have a -1 to hit and damage with it cause the magic staff the DM handed out is better.This concept of "every PC gets whatever item they want to optimize their build" doesn't quite work out in practice in many campaigns.
