Even in 3.x and 4e, where the rulesets where much less amenable to Rule 0 in any explicit sense, the culture prevailed, and 5e, as a "return" edition has moved heavily in the other direction such that Rule 0 is effectively enshrined in the rules themselves (where the core mechanic is usually "the GM decides").</p></blockquote><p></p>
