Why does grim tales use the 3.0 versions of power attack and weapon finesse ?

I was wondering why grim tales uses the 3.0 versions of power attack and weapon finesse. Is there a reason for this ?

I'd guess because GT is based more on D20 Modern than stock D&D, and Modern used the 3.0 versions of those feats.

I'd think you could use 3.5 Weapon Finesse with no problems. 3.5 Power Attack, I'm not so sure. When using MDT, things that raise base damage have to be watched pretty carefully.
