It does NOT require being anything draconic (The Heritage line in the online source is not in the book) and the CHA 11 is for the secondary feat (Dragontouched) that boosts the Draconic Aura, and does NOT require anything beyond having a CHA of 11. I guess I assume that people who post builds on forums are those crazy types who've memorized every book (As I aspire to do) and I expect a Fast healing feat would appeal to more people. Since it's only up to halp your HP, It's good but not game-breaking, in my opinion. To receive the Dragon Aura- Vigor (Fast Healing 1), you do not need CHA. You only need to be Character level 3. The feat grants the Fast Healing to yourself, and all allies within 30'. Players Handbook II, where Dragon Auras were first described.
