Cormyr was designed differently, and Waterdeep a far away major city. </p><p></p><p>Some of the perception is due to contractual reasons. For example, Eliminster is required to appear in any novel he writes. That's part of the original TSR contract (which is still in force). </p><p></p><p>I agree that the adventures I've seen tend to be a bit lackluster.</p></blockquote><p></p>
