I think you are on the right track here. If you cannot bring an attractive business model to the project, it makes it all the harder to find the right partner. I am still stuck on what the heck the business plan would look like. "We would be lucky to sell 50,000 of these for $25. And we need a cool $1 million (or maybe more if we support it) or the project is doomed from the start." "Wonderful! Where do I sign? Oh, hmmm. On second thoughts, put in the contract that we can cancel so that we can cut our losses at no more than a million." "Great. That will make it easy to hire the A Team. Potential partners will be lining up around the block, for sure." When compared to a generic RPG game app, D&D is a very fussy beast. A team with the right skill to succeed are people who are already writing RPG games, most likely. Maybe they are not making a mint there either, but WotC is not going to shower them with cash. But it is problably more fun to not deal with a the headaches of a complex game system someone else created, especially if you are not allowed to decide where to cut corners on the rules. "Can't we just re-write that rule?" "Nope."
