Why the Druid Metal Restriction is Poorly Implemented

In my main group it boiled down to "Well this is how it's going to work when <em>I'm</em>theDM." So in our games it worked one way 1/3 of the time, the other way 1/3 of the time, & was a moot point in the other 1/3 as I didn't allow Drow PCs & monsters didn't necessarily follow PCs rules.</p><p>And then the Crystal Shard came out & one side got to go "HAH!
