wildshape bear-rat?

Would you be able to use this spell while in wildshape form.

It technically doesn't apply the template (just giving similar benefits), so there is no base creature limitation preventing it.

I'd say that is a rather poorly worded spell.
But as it stands it would work. Clearly against the intention of those who wrote the spell, but still.

Note however that the wildshapee would probably go down in bite damage, to 1d4 (or 1d3 if he's small). Presumably, if you wildshape to a tiny animal you'd get 1d4 bite. ;)

At first I also thought it was against the intent of the spell, but it's a druid spell. How can you make a Druid spell and not intend for it to be used in conjunction with Wildshape? Seems weird.

Yea, it seems like it would have been pretty easy to say "the spell applies template X" and "for template X, see below". And with the correct creature type limitations on the template, everything would be kosher.

The wererat doesn't bother me nearly as much as the thought of shifting into a dire bear and then layering the similar spell for werebear (+16 enhancement to strength) on it giving something in the mid 40's for strength. And it just seems dumb that a bear would get stronger for a spell that makes it more bear-like.
