Not quite wildshape, but check out the shapeshift Druid variant in PHB II. Starts at level 1.

Doubt it, since those tend to use up 'daily uses' of your Wild Shape ability, and Shapeshifter variant Druids have unlimited uses.

Nope, unless your DM houserules them. Same for fullfilling prereqs for prestige classes.

However, I never cared much for the wild feats. The 'Embrace the Wild' spell from Complete Adventurer goes a long way to replace most of them, for the rest (e.g. gaining different movement or attack modes) there are monomorph spells available.

Shifters get (very) limited shapeshifting, which can be enhanced by any number of shifter feats if that's what you're into.
