will o' wisp (savage species esq) create

I have the savage species book and have tried to make this creature but I was looking for input here if possible.

How would one go about this? and what level progression seems good?

I was basing this on a hybrid will o' wisp with any intelligent creature (its spirt locked inside of the wisp, giving it most of the wisps stats but the creatures mind). Along with the ability to form the image of the original creature.

I am having a hard time working it into a semi-viable pc race though, any help/suggestions? thanks!

Tough one. Would this be a Template or a Hybrid, like a half-Orc? If a creature, I'd say that it's favored class should be Sorcerer, but it's the only thing I can suggest off hand. This race would have very little potential for combatants, thou Rogues might get something out of it.

I have a willowisp NPC whom I started at Level 1 by plugging Willowisp stats into a Monster Maker (might have been MW Tools -can't remember) and scaling backwards.

I then made the Wisp a Psion (bless the SRD) her speed gives her good AC but her damage potential is low (so really not much good for combat situations and of course can't interact with objects to well. She makes a good scout and messenger, and is probably more a 'roleplaying challenge' than anything else....

template or hybrid..hmm.. I guess template would work better to some degree as I dont want to have to use more than 6 'levels' in order to get the base creature down. It just seemed that will o' wisp was the best place to start as it was pretty close to what I wanted anyway and yes, not very combative, but that is all right.
