Add to what The Shaman has said that while the corcs might not be all that nice, how do they compare to -regular- boots? I'd assume (perhaps wrongly) that the other boots were even worse, yet they give no penalty. Heck, as far as I can tell, Normand was the only one to even have a brush with any criminal element, and he didn't like it..
