An Energy Substitution feat is also in Magic of Faerûn. I don't know if it's the same as the one from Tome and Blood.

If you want a 3.5 version, there's also Energy Affinity in the Miniatures Handbook, which is basically exactly the same feat except that it doesn't apply to sonic spells and it has slightly steeper prereqs.

Dragon 312 also had some nice cold-based spells designed for followers of Auril. Most of them are usable by druids.
