I'd then add:</p><p>-5 attack penalty: Suffer a -5 penalty to all attacks until the end of your next turn.</p><p>No opportunity actions: Cannot use opportunity actions until the end of your next turn.</p><p></p><p>That allows players to use withdrawal to move tactically within combat (in addition to withdrawing from combat), though at a hefty (albeit short-term) price. The DM is free to determine whether or not an encounter counts toward a milestone; just make it clear that (under normal circumstances) if the party runs away, the encounter won't count. Finally, if they decide to attack the same group again, they should find themselves at some disadvantage (such as walking into an ambush).</p></blockquote><p></p>
