Being close powers you can cast them into melee without taking free attacks.</p><p></p><p></p><p></p><p>Scorching Burst is weak; it's strictly worse than freezing burst. Freezing burst (in Heroes) does a better damage type (a lot more resists fire than cold) and slides everything it hits 1 - everything else is identical.</p><p></p><p>And the probem with Ray of Frost is that other than opening the combat and preventing the enemy from charging in, Slow is almost useless. Tactical movement is normally short distance anyway so slowing monsters doesn't do much good. If you want to reliably have a power that penalises single targets, Illusionary Ambush from Arcane Power works better, inflicting -2 to hit. And if you want to slow people down in combat, Restless Dead from Heroes of Shadow is nice to create a zone that prevents shifts. (Or there's Storm Pillar from Arcane Power).</p></blockquote><p></p>
