In WOIN:
When do die pool caps apply?
Do I figure stat + skill + equipment, then apply the cap, before adding in circumstantial modifiers to a roll.,
Or do I also apply circumstantial modifiers (aiming, range, etc) before applying the cap?
In the first case I may end up rolling more dice than the cap, but high skill and good gear, etc provide less protection from circumstantial modifiers. In the second a higher number of starting dice can offset penalties, but I'll only ever roll dice up to the cap.
