A voice-activated item responds to a specific vocal command, and may be keyed to the specific vocal qualities of an individual. For example, a computer could be activated by it's owner saying "on".

A sound-activated item responds to sound in general (as noted in the article, it is usually used as a trigger or detonator).
 


I think whistling for something to happen should be allowed, but its a niose not a voice command.

And I am sure there are nioses what might be useful instead of just saying something. So restricting voice only for this seems to be too much for me.
 

It's more like restricting sound-activation, according to the current BP. I'm sure you can command (or trigger via password) a grenade to blow itself up.

and as I said I don't see that it can not be used for other things than autofire weapons or explosives. No reason that something other than "claws out" could not be used.

And for that fact you could not have the explosive with a voice activation, so if I said.

"Say cheese!" the claymore then goes BOOM.

Well, it's not so much that you have to be there to activate the claymore, but rather allow the intended target to make certain sound or noise to caught in the claymore's blast. IOW, a sound-activated trap.

Unless you want to build an elaborate trap, then knowing your victim to be curious enough to read a cryptic [command] phrase ... out loud.
