Would the spell "Alter Self" give those using it the ability to reproduce as what they've changed into?

Genocide, murder, and collateral damage to innocents is what makes villains into villains and not something PCs do except under exceptional circumstances. And even villains are generally allowed to actually do these things on camera - the PCs most always get a chance to stop them.</p></blockquote><p></p>
