Hm, I actually did that not so long ago as a subplot in The Skinsaw Murders, so that's not an absolute ban (one of the PCs was the sister of the main antagonist). I did ask the player, hinting at the kind of plot, but did not give a fully informed choice. Genocide, murder, and collateral damage to innocents is what makes villains into villains and not something PCs do except under exceptional circumstances. And even villains are generally allowed to actually do these things on camera - the PCs most always get a chance to stop them.</blockquote>
