Wu-Dwarf or Dwarf-Jen

I was reading the Wu-Jen base class in Complete Arcane again, for about the 12th time, and had an idea.

What if a class got access to 2 elemental spell list.

What I am thinking is a dwarf with metal and earth. But could be a human with fire and water... or an elf with wood and air..or etc etc.

Does this seem balanced as a base class?

BAB:3/4 cleric
HD: d8
spells: 2 elemental lists from wu-jen
spells per day: wizard rate (but spontaneous)
special abilities: bardlike can cast spells in light armor, wujen like spell bonuses, maybe turn elemental like clerics turn undead

Is this "balanceable"?
Can this be accomplished by playing a cleric?
Is this silly?

I definitely don't think it's silly. Seems like a great way to "theme" a spell caster.

So you've got:

Cleric HD
Cleric BAB
A quite small number of spells to choose from
A quite small number of spells per day (wizard as opposed to sorcerer)
casting in light armor

I'd like to see a full write-up but it doesn't look too broken so far. Would they get "spells known" like a sorcerer, or the gonzo warmage "know all spells on your list" option. Actually that might not be too horrible since the number of spells will be small and wu-jen spells in general seem less powerful that sor/wiz.
