I don't see how they can do the Pheonix Saga in the space of one movie. There are certain story-beats that HAVE to be included: Things like
she has to come BACK from the dead, have her teammates be worried about her powers, (maybe even include have her willfully placing restrictions on her power level for the safety of all), be tempted/seduced into being cruel and petty, then be freed thru the love of Scott and her teammates, then be judged/sentenced by some ruling power, have a ritualistic combat where her teammates defend her, and then she has to sacrifice her life to save everyone from the Dark side of Power.
I just don't see how any version of that saga that WORKS can fit into only one movie. If they were smart, they would have X3's main story be something else (maybe Sentinels and mutantkind getting the screws tightened down on them), and have the first 3rd of what I typed above be PART of X3, leading into X4 which is the full-blown Saga corruption/redemption/sacrifice resolution. The Sentinels are the perfect onscreen opponent, BTW : MAchines are easy to make look good in CDI, model, and miniature, and there are no qualms about mutants being able to use their super-blasty cool-looking powers onscreen against them, to great-looking effect.
