I am going to paint them as strange cultists that worship a dragon but aren't especially evil anyway, and try and guide the PCs to aligning with them rather than murdering them all. But, of course, you never know.</p><p></p><p>As an aside, there will be a dwarven ambassador from the Mror Holds in New Cyre trying to make an alliance (aka business deal) with the Prince. If the PCs are successful in dealing with the Citadel, he is going to offer them work at home -- freeing a recently discovered outpost of Noldrunhold that contains The Forge of Fury.</p></blockquote><p></p>
