I think it would be much harder to pull off at low-Heroic than high-heroic or paragon. </p><p></p><p></p><p>I've seen DMs use this device very effectively. Even in 3e, for that matter, though it felt more heavy-handed. 4e has such a narrative feel that the idea of being 'able to rest' only after hitting some sort of plot point doesn't feel particularly forced.</p></blockquote><p></p>
