This is why. I'm sure you'll agree this is much more user-friendly than the current layout -- each Region has its own two-page spread in a standard format. We made the decision that we could do better, and we feel we have. And those placeholder "page @@" things, of course, will get replaced once the layout for that section is done and we know what the page numbers following it are!

I learned in my technical writing days that two-page spreads are the way to go. Glad to see this.

What, if any, are the chances that we might get a version of the PDFs that don't utilize a two-page spread but rather utilize a single-page format? Even just setting zoom to 100% in Acrobat on my laptop, it can be difficult to pan around accurately without inadvertently jumping to the next duo of pages. In contrast, reading PDFs that have only a single page at a time, I don't experience any weird "jumping around" when I scroll up and down.

Sorry if I'm doing a poor job of explaining my difficulty. :\

I apparently just didn't know that Acrobat gives you the ability to change up the display options. I guess the document just defaulted to showing up in a two-page spread? The "enable scrolling" was what I was looking for.

Ohhh it's the pdf set to do that, I thought I'd messed something up in my reader! I have a vertical monitor that's ideal for reading pdfs but terrible for two page spreads xD
