As for 11 and 13, what little direct involvement the Bruse has is very much of an "enforcing authority" thing, which is in character for either of them, and the crises that the PC's deal with are justification in and of themselves for why Ber isn't having much effect on the broader world stage.</p></blockquote><p></p>
