The military will be able to hold a few places for a little while, but usually all it takes is a few bites and then you have zombies inside your secure perimeter and it's all over, then; it's an exponential thing. You get a couple survivors who, an hour or so later, die and Rise as zombies. They kill a couple and wound a few more before someone manages to head-shot them. Doctors and medical personnel, who would be the first to realize 'hey, don't let these things bite you', are usually among the first to die since they're so close to the original sources of mass infection: hospitals and morgues. All the dead in the morgues are 'recently dead' so when this thing goes off, every corpse in the hospital immediatly Rises and starts to hunt. Instead of 1-2 zombies, suddenly you have 10-30 in a small area with a lot of people that can't defend themselves very well and who will (if not consumed entirely) Turn themselves. In the country, it's actually worse - they're going to know the (dead) people coming at them and they'll hesitate or refuse to fire until too late. People will usually go for the body shot since it's the easiest, but that doesn't work. THey'll fire at the body a couple times, the thing will still advance on them and start to feed and it's all over then, even if they manage to kill it and back off, they're dead and just don't know it. The chief reason most places fall is that of course people don't beleive in the walking dead; by the time they come to that realization and figure out they're not dealing with crazy people, it's far too late. The fact that the graves open up to give up their recent dead doesn't help matters, either. The military? They'll enjoy a few successes as officials report a 'mass breakdown in order'. Some people will be attacked and bitten, some zombies will be mowed down by massive heavy weapons fire. Then those wounded guys are going to be taken directly back to their base to be thrown in the infirmary, just like ants taking poison back to the nest. Those wounded guys will Turn, and start killing everyone around them, creating more zombies incidentaly. The base will be overrun and then command and communications break down. When they finally realize what they're dealing with, fear and panic will destroy all attempts at dicipline, especially when soldiers realize (too late) that their families are even now undergoing attack. Once that sinks in, you'll have mass desertions start as soldiers try futiley to get home. Once training and dicipline breaks down, it doesn't matter what weapons they have or how many of them. You'll have a small core group of orphans or those who are able to keep their heads about them; they'll be overrun and scattered in the first big waves of dead civilians.
