Are the feats in the savage species rulebook limited to non-core PC races only?
I know some of them are overpowered, but is there something i the rules against taking them?
My DM said the following
"Those feats, even the ones classified as "general" and "background" in that book should only apply to monsters."
Is this true?

If your DM said it, its true. However, from what i see, many of them could be justified for non-monstrous PC's and there is no rule specifiing that you can't use them. There is note under the "Monstrous Feats" discriptor stating that at the DM's discression monstrous feats could be used for non-monstrous PC's given specific circumstances, which possibly implies that the general feats were not meant to be restricted. But as stated, the DM gets final VETO.

Sounds like he is just stating how things ought to be / How things are in his game.
