The War Caster Feat speaks..." You can perform the somatic components of spellseven when you have weapons or a shield in one or both hands."

1) The Wizard with this feat can use a shield or it needs to be proficient?

2) What happens when a character uses a shield without proficiency?

1) I remember anyone can strap on a shield, proficiency or not

2) If I remember, any dexterity ability check or save suffers a disadvantage, and all your attacks as well

1) The feat doesn't confer shield proficiency, it only let you perform the somatic components of spellseven when you have weapons or a shield in one or both hands.

2) While wearring armor and shield without proficiency you have disadvantage on any ability check, saving throw, or attack roll that involves Strength or Dexterity, and you can’t cast spells.

BR44 Armor Proficiency: If you wear armor that you lack proficiency with, you have disadvantage on any ability check, saving throw, or attack roll that involves Strength or Dexterity, and you can’t cast spells.
